Chuck Crutchfield
BOARD MEMBER
Chuck has spent 44 years working in non-profit administration and program development and has served on 13 board of directors. Chuck is an avid music lover and live concert attendee. Chuck is married with two grown daughters and 5 grandchildren.
Tim Welsh
SECRETARY
Tim Welsh is the senior pastor of the Manteca Church of God and the Executive Director of the Manteca Gospel Rescue Mission. He also has been a high school science teacher for over 15 years. He is married with two young boys.
Tim Glass
PRESIDENT
Pastor Tim Glass has been a Pastor in the Manteca area with Calvary Community and served the community for over 20 years. With a focus on youth and spiritual development, Pastor Tim has developed a passion for this community center with hopes to reach many lives in a positive way.
Cecily Ballungay
BOARD MEMBER
Cecily Ballungay has been the CEO of HOPE Family Shelters for the last eight years with “Project Hope” and Children of Hope. Cecily has been married for over 20 years to Miles Ballungay and they love spending time watching their kids play college sports and spending any free time with their three grandchildren.
Carol Davis
BOARD MEMBER
Carol began her career working for Kaiser Permanente in1976, retiring after 25 years in 2000 to join the staff of Give Every Child A Chance (GECAC) as President/Chief Executive Officer. She retired from GECAC in 2017. Carol remains active in the community serving on numerous boards and service clubs.
Bob Raymus
FOUNDER & BOARD MEMBER
Bob has led the dream of the Thomas Toy Community Center. He is considered the founder and chief benefactor behind the mentorship movement.

Bob Dye
FINANCE COMMITTEE CHAIR
Bob Dye is the founder and owner of Good Shepherd Bookkeeping Solutions, LLC (gsbooks.org). He has over 18 years serving in pastoral ministry and has several years of banking experience. Bob has a heart for ministries to be financially sound and enjoys serving our local communities through Thomas Toy Community Center.
Staff
Albino Moreno
Executive Director
Al has over 13 years of experience with the Salvation Army, specializing in youth programs and community center development. He has successfully launched and revitalized community centers nationwide. Beginning his career as a program aide in Chicago's Rockwell Garden Housing Projects, Albino quickly advanced to become a Community Center Director within two years. Prior to joining Thomas Toy, he served as the Development and Outreach Director for the Carlos Vieira Foundation. Albino is enthusiastic about beginning this new chapter with the Thomas Toy Community Center.
Tim Kemptner
Program Director
Tim has been in Manteca since 1979 and graduated from Manteca High in 1992. He has experience working in mental health, construction, and church ministry. One of his most impactful experiences was volunteering for 6 months in an orphanage just south of Ensenada, Mexico. Currently Tim volunteers as a Chaplain for MPD, helps schedule the Invocation & Flag Salute for City Council meetings, is on the Board of the Manteca Children’s Foundation, and is on staff at New Hope Church since 1997. He has worked, along with his wife Sarah, within the school district as a wellness-coach since 2021. He and Sarah were married in 2015 and have a blended family of three college-aged boys and three teenage girls.
Michelle Kramer
Administrative Assistant
Michelle joined the Thomas Toy Community Center as a volunteer in September 2023. She officially joined our staff in February 2024. She comes with many years of office administration and volunteer coordination experience. Michelle also dabbles in graphics design, web design, content creation, and event planning. We are excited to have Michelle's support in growing the Thomas Toy Community Center.
Laura Spence
Office Manager
Welcome our newest staff member, Laura. Growing up as a Military-kid & Pastor’s daughter, Laura brings an awesome personality & outlook to the Center. From running & coordinating gigantic events for the Ripon Chamber, to decorating & managing a successful storefront… Laura’s hard work makes it look effortless. Wife, Mom, Young-Adult Group leader, loyal friend, Jesus-follower… and now Thomas Toy Office Manager.
